Apple released Safari 3.2 for both Windows and Mac (Tiger and Leopard). Coda so far is great. Currently just working on in HTML though, I haven't dabbled in any Ruby code yet. $99 is a pretty hefty price tag :-\

Trying out Coda, 1.6 seems a more likely tool for me to use. I love TextMate but I dislike having 4 apps open. Coda does most of it now in 1
